The rear endpaper has adhesive remnants (not sticky) from a bookplate or other item previously adhered there. There are no library markings to the book, so it may have been an ownership label of some sort. Mostly covered by the rear flap. The dust jacket has mild wear and a few tiny holes in the rear flap fold. Washington, D.C.: Government Printing Office: 1917: Hard Cover: Very Good: No Jacket (as issued): Two leather-bound volumes with gilt lettering to the spine and marbled endpapers and edges. Some rubbing to the extremities and the spines are toned with age. Each copy is tight and firm. These copies belonged to Chairman of the House Committee on Rules, Robert Lee Henry (1864-1931), whose name appears in gilt at the bottom of the spine on each volume (Robert L. Henry). Henry, a progressive Democrat from Texas (and great-great-great grandson of Patrick Henry), was Chairman from 1912-1917 and presided over the hearings transcribed in these two volumes: H. RES. 420 (Asking for Investigation of Conflicting Interpretations Placed upon President's Note to Belligerent Powers by the State Department, and Fluctuations of Market Caused Thereby) and H. RES.429 (Appointing a Committee to Investigate the Charges made by Thomas W. Lawson). More on the previous owner of these books, Chairman Robert Lee Henry: In the 1890s, Henry served briefly as mayor of Texarkana and later as Assistant Attorney General for the state of Texas. He practiced law in Waco before being elected to Congress as a Democrat, serving from 1897 to 1917. He ran unsuccessfully for Senator in 1922 and resumed practicing law in Houston in 1923. He ran unsuccessfully again for the US Senate in 1928 and died in 1931 from a self-inflicted gunshot to his head.: 08754:
