Edge wear and minor chipping to the covers. Several small stains to the top-edge of the page block. The binding is intact. There is a faint trace of moisture staining along the bottom of the first 30 pages or so. The remainder of the book shows no evidence of this and it's not detectable on the covers. Previous ownership indicated with two different names, including the original owner, Mrs. Ben S. Campbell, dated April 17, 1929. Ben Campbell was Mayor of Houston from 1913 to 1917. This report consists of 140 pages followed by a section of photographs that illustrate Houston's growth during the previous eight years. Other photographs are found in some of the department chapters and include city officials and department managers, as well as photos related to some of the departments' work. For example, the Water Department chapter includes photos of the Central Pumping Plant and the Fire Department chapter includes a photo of the Fire Chief, a fire truck, and some of the department's twenty-five stations. A photo of Mayor Oscar F. Holcombe is tipped in near the beginning of the book. Many of these historic photos are credited to photographer Cecil Thompson (1889-1952) of 1200 Studios, whose negatives are in the San Jacinto Museum of History. Important Houston photographer Bob Bailey learned under Thompson before striking out on his own in 1929. Possibly, some of these photos may have been the work of Bob Bailey. A very interesting look at a rapidly growing post-World War I city as it existed in 1928. A very scarce copy.
